摘要
伴随城市化进程和城市空间拓展的加快,以生态、农业空间为主导的城市非集中建设区逐渐成为规划关注与研究的重点区域。本文针对武汉市新一轮总体规划确定的非集中建设区的内涵和范围,立足落实全域要素管控、保证各层次规划有效传导、正视自身发展规律以及提供刚弹结合管控路径的要求,全面剖析武汉市非集中建设区规划编制和管控的问题,探索非集中建设区“立体化联动”、“功能分区传导”、“建设指标空间化”的规划思路与体系内容,明确武汉市非集中建设区“底线-功能-容量-空间”四层次精细化规划管控内容、分类精细式管控要求和单元图则式管控方式,以期有效推动武汉市非集中建设区从“生态地区”向“魅力地区”转变。
Along with the urbanization process and the acceleration of urban space expansion, the non-intensive constructive areas,which takes ecological and agricultural space as the dominant part,has gradually become the focus area of attention and research in the field of urban planning. In view of the connotation and scope of the nonintensive constructive areas defined in the new round of master planning of Wuhan,this paper, based on the requirements of implementation of whole region elements control,ensuring the effective conduction of all levels of planning,fully understanding the development rule of the city,and providing a rigid-elastic combined management path,comprehensively analyzes the problems existing in the planning and control of non-intensive constructive areas in Wuhan and explores the planning theory and system content of non-intensive constructive areas,which can be summarized as "three-dimensional joint action,""conduction of functional zones,"and "spatialization of constructive indexes."It clarifies the management and control contents of four-level refined planning composed of "bottom line-function-contaihing volume-space,"the classified and refined management requirements,and the control mode of unit plans, with an expectation of effectively boosting the transformation of the non-intensive constructive areas of Wuhan from the "ecological areas"to the "charming area of the region".
