摘要
为了提高嘉兴港区化工园区对于应急事故的响应能力,利用无线监测、GIS定位、互联网通讯等技术,研究设计针对嘉兴港区化工园区应急响应系统。通过探讨此化工园区应急响应系统建设现状,包括危险事故类型、指挥管理现状及救援队伍现状,分析园区应急响应系统需求,如重大危险源监测预警、统一调度指挥平台、维护保障应急资源信息等,进而构建出化工园区应急响应系统框架,对系统功能进行分析。研究表明,该系统可通过对事故预警、应急调度和应急救援处理,实现对事故的应急响应,从而提高化工园区应急响应水平,对全国化工园区应急响应系统建设具有参考意义。
In order to improve the emergency responsiveness of chemical industry park of Jiaxing port area,the emergency response system was developed by wireless monitoring,GPS and Internet communication.The construction status of emergency response system for chemical industry park was analyzed,including accident pattern,construction status of command-management and emergency rescue team,and the demand of chemical industry park's emergency response system was also analyzed,such as monitoring and forecasting of major hazard,integrating dispatching command platform,maintaining information of emergency resources.Furthermore,the framework of the emergency response system for chemical industry park was developed.The result indicated that system provided accident forewarning,emergency dispatch and rescue,and therefore improved the level of emergency response for chemical industry park.
