摘要
大力发展循环经济有赖于提升固体废弃物再利用系统的效率,论文梳理了最新研究成果,发现现有DEA方法在研究处理固体废弃物时,忽略了固体废弃物转换为期望产出的再利用和再循环特性,造成评价结果偏低,无法反映无效生产系统改进为有效的最优路径。本文根据固体废弃物的替代功能和转换功能,明确了固体废弃物和期望产出的同向非等比例增长特性,并将其纳入生产可能集中,构建了改进型DEA效率评价模型。模型中的目标函数考虑了固体废弃物转换为期望产出方向的规模收益最大化。该模型既能评价技术效率,也能从同时提升固体废弃物利用总量和期望产出总量这一方向指出无效生产系统改进为有效的最优路径。通过算例分析验证了模型的有效性和优势。
Circular economy will be developed by improving the efficiency of solid waste reuse system.By reviewing the latest research results,this paper finds that the existing DEA method ignores the reuse and recycling characteristics in the conversion of solid wastes into desired output when it deals with solid wastes,leading to the lower evaluation result which can't reflect the optimal improved path of the inefficient production system.Based on the alternative function and conversion function of solid waste,this paper clarifies 'the non-equal growth characteristics of solid waste and expected output,incorporates this feature into the production possibility set,and builds an improved DEA efficiency evaluation model.The objective function of the model takes into account the maximization of scale income on the direction of converting solid waste to the desired output.The model can not only evaluate the technical efficiency,but also point out the optimal improved path of the inefficient production system from the direction of simultaneously increasing the total amount of solid waste utilization and the total expected output.Finally,a numerical example is used to prove the validity and advantages of the model.
