摘要
以交通运输业为先导、实行“公共土地”政策等是美国西部开发取得的成功经验．研究、借鉴这些经验，我国西部开发也应当优先发展交通运输业，采用灵活优惠的土地开发利用政策。
Such measures as putting the development of transportation industry as the forerunner and undertaking the 'Public Land' plicy were the US experience in the successful development of the west. Studying and drawing on these experiences, we should also give priority to the development of transportation industry and adopt a strategy based on a fiexible and preferential land development policy.
