摘要
本文对经济全球化背景下的银行危机与监管问题进行了综述 ,并进一步分析了政府金融监管失灵的主要原因 ,指出政府自身的缺陷和制订监管法规与措施的失误 ,往往会导致监管所设定的目标不能实现。通过对监管者与被监管者表现的分析 ,以探索解决金融监管的深层次的机制问题。
On the basis of summarizing the banking crisis and regulation in the circumstance of economic globalization,the author further analyses the main reasons of the failure of government financial regulation and points out that the defects of the government itself and the misplay of supervision regulation usually lead the failure of desired atrget.Finally,by analyzing the behavior of both regulator and regulated body the author is trying to seek for the solution to this deep-rooted institutional problem.
