摘要
自从八十年代初对外开放以来,沿海各省(市、区)经济迅速发展,同时在资源和利用、生态和环境上亦出现这样和那样问题。海洋功能区划划分是完全必要的。本文对区划的原则、分区系统和方法进行了探讨。认为进行区划工作须加强海洋意义,区划以海为主。须用发展的观点,对自然资源、环境条件、经济发展和社会需求进行动态分析,从中找出研究地区主导功能。在进行区划工作时,须引入系统论、信息论和控制论理论和方法。从全国高度解决分区,首先可从空间资源射出1级区,从北而南可划出北黄海区、渤海区、南黄海区、东海区和南海区,根据海陆环境条件的差异和优势资源不同,自陆而海划出2级区。再根据利用、治理和保护划分3级区。在3级区划分类型。
Since the beginnings of 1980's, economics in coastal regions have been developed rapidly, many problems become more seriously in natural resources utilization, ecology and environment and the like. This paper presents the principle, system and methods using to classify the regions of ocean functions. Author considers the classification works should be done on the base of ocean functions. From the view point of long term development, natural resources, environmental conditions, economics development and social demands must be analysed dynamically with theories and methods of system theory, information theory and control theory to find out the major functions for the region. In the national scale, regions can be classified in three level. The first level should be identified from the north to the south alone the Chinese coastal line, such as North Yellow Sea Region, Bohai Sea Region, South Yellow Sea Region and South China Sea Region with spatial distributions of resources. The second level should be classified from land to sea according to the differences of land-sea environmental conditions and resources. Finally, the third level should be determined by the resources utilization, environmental protection in the region.
