摘要
拓展西部大开发的资金保障空间 ,首要的途径是充分发挥政府的宏观调控作用 ,建立健全财政政策体系 ,加大西部建设投入力度。同时要完善税收体系 ,调整区域税收优惠政策。要充分利用现代资本市场和金融工具筹集建设资金。要调整区域经济发展策略 ,加大西部地区的对外开放 ,采取有力措施积极引导和鼓励外资投入西部地区。
To guarantee the capital for the development of Western China is first of all to bring the central government's macro\|planning into full play,amplify economic and financial policy system and enhance the investment in the western areas.At the same time it is necessary to perfect tax system and preferential policy, to take full advantage of the financial means and construction capital of the modern capitalist market,enlarge the open\|to\|the\|outside policies of the western areas,and encourage foreign investment in the areas.
