The establishment of a water pollution compensation system can help strengthen the protection of the state ownership of water resources,promote the rational adjustment of regional industrial structure layouts,and benefit impartial social allocation and healthy economic development.Furthermore it will improve institutional capability in water resources protection,which is of significant value as compared with the existing administration framework.
