摘要
供给公共产品是政府不可推卸的责任。以家庭承 包责任制为核心的农村非集体化经济改革瓦解了原来的公共 产品供给体系，带来了农村公共产品供给的无效。为了解决这 个问题，中国在广大农村推行了村民自治制度。但研究表明， 农村公共产品的有效供给非村民自治制度一体所能完成，而 必须以农村行政管理体制。财政体制的改革为前提，并且必须 妥善解决由于村民自治制度的推行所带来的农村社区权力体 系的新冲突才能达致。
To supply public product js an unavoidable responsibility of goernment. The rural economic reform, characterized by household contract and responsibility'system,disintegrated the former system of public - product - supplying,so the public products can not he well supplied. To solve this problem, Chinese governments introduced the peasant's self-rule .system in vast rural areas. But researches show that only the new system is not enough to supply effectively the public products, It also need the relative administrative and financial reforms in rural areas and proper handling of the new conflicts among power systems in rural communities buought about by the introduction of the 'peasant's self - rule.
