摘要
湖北省"农村农业信息化"建设尽管早在2000年就已启动,但仍旧任重道远。基于2013年全年对湖北省多视角、多层次调研,从前端、中间、后端等"三个一公里"介绍了湖北省"农村农业信息化"发展现状,提出根本原因是行政主导的供给推动,而非市场主导的需求拉动。解决这一问题的关键是使市场在资源配置中真正起到决定性作用和更好发挥政府作用。基本思路是:先搞清楚"农村农业信息化"建设的需求主体、再调研其基本信息需求,再针对性整合资源,提供定制服务。
The project of rural and agricultural informationization construction in Hubei Province still had a long way to go, although it started as early as 2000. Based on the survey under multiple perspective and level, the paper introduced the present situation of the project from three ＂miles＂ （the front, middle and last mile）, and pointed out the key problem that the project was promoted by executive-led supply, rather than market demand. The solution was to make the market play a decisive role in resource allocation and promote the government play a better role. The specific measures were to inquire the demand subjects of the project and their information demands, and integrate the resources to supply customized service.
