摘要
黄土高原地区的水土保持是一个系统工程 ,它由技术保障体系和社会保障体系构成。长期以来 ,对社会保障体系缺乏深入分析 ,使两大体系之间出现了许多不协调问题 ,制约了水土保持工作的开展 ,所以 ,将社会保障体系纳入到治理方略的制定 ,加强和改善社会保障体系尤为重要。从这个意义出发 ,探讨了社会保障体系的概念、合理的体系结构及其良性运作 ,指出宏观调控和政府政策、行为十分关键 。
The soil and water conservation in loess plateau region is a systems engineering which contains two subsystems: technical sustenance system and social security system. But for a long time past, since lacking thorough analysis on the social security system, many discordant problems have appeared between the two parts, which restrict the development of soil and water conservation. Therefore, it is particularly important to strengthen and improve the social security system. From this meaning, the conception, the reasonable system structure and virtuous working of the social security system are inquired into. It is pointed out that in this system the macro control, the policy and action of government are the key factor. And also, the main way and significance to improve the social security system are discussed.
