摘要
目的:解决乡村医生养老保障问题,吸引人才,稳定、优化乡村医生队伍。方法:以省级调查和现场调查的资料数据为基础,描述分析了目前乡村医生参加养老保险和获得养老保障的现状,疏理了中央和地方政府关于这一问题的政策规定,并就解决乡村医生养老保障问题提出对策建议。结果:分析发现,由于目前乡村医生的养老保险参保率和缴费水平偏低,乡村医生仍未享有充分的养老保障;目前国家级政策文件已经对乡村医生养老保障问题作出原则规定,部分省份也开展了探索,但仍需进一步完善。结论:解决乡村医生养老保障问题应坚持中央顶层设计与地方探索相结合,依托现有的社会养老保险体系分类解决,确定以财政投入为主的资金筹集方式,并同步建立乡村医生的退出机制。
Based on the information and data collected from provincial survey and field investigation,this article describes the status quo that rural doctors participated in old--age insurance and enjoyed old--age security, analyzes related policies issued by central and local governments and raises some countermeasures on rural doctors＇ old--age security issues. This article finds out that because both the enrollment rate and contribution of rural doctors are on a relatively low level, rural doctors fail to enjoy adequate old--age pensions now. At present, national policies have stipulated some principles applied in solving the old--age security problems of rural doctors. Some provinces have also carried out ex- plorations which need further improvement. This article believes that in order to solve the old--age security problems of rural doctors,it is necessary to combine the top--level design of central government and the explorations of local governments, classify rural doctors and solve their old--age security problems based on the existing social old--age insurance system. The funds for rural doctors＇ old--age security should mainly come from financial subsidies. Also, retirement mechanism for old rural doctors should be established together with the solving of rural doctors＇ old-- age security problems.
