摘要
黑社会性质犯罪滋生蔓延的社会基础是 :腐败问题严重 ,执法不严 ,打击不力 ,使黑社会性质犯罪趁隙而起 ;私有制的发展为滋生黑社会性质犯罪提供了经济基础 ;刑事案件增多与团伙犯罪上升是黑社会性质犯罪的重要前提 ;黑社会性质犯罪随着经济罪案的大幅上升而滋生 ;黄赌毒成为黑社会性质犯罪的重要温床和土壤 ;特殊的地理人文景观对黑社会性质犯罪发展产生巨大的影响 ;不可忽视的历史因素是滋生黑社会性质犯罪的重要因素。治理对策是 :贯彻刑法有关规定 ,严密有关法律条文 ;公安工作必须把反黑斗争摆上重要议事日程 ;坚持严打方针 ,强化治安管理 ;
The social basis for the breeding up and spreading of organizations in the nature of criminal syndicate includes the serious problem of corruption,the rapid increase of economic crime,the spreading of prostitution,gambling and illegal drugs,and historical factors.The public security organs therefor should put the work of anti underground societies on their agenda,stick to the principle of severely cracking down on crimes,strengthen the public security management and intensify the prevention work by macro level ways.
