摘要
以黑龙江省国有重点林区实施"天保"工程为例,分析了"天保"工程与生态文明理念的互动关系、如何有效依托"天保"工程推进林区生态文明建设等问题;重新思考"天保"工程在社会经济可持续发展中的地位和作用,以及林业在我国生态文明建设中所肩负的重大职责。希望对今后我国林业发展的基本思路和方向有借鉴和启发作用。
The paper takes Natural Forest Protection Project （NFPP）in the stateowned key forest area in Hei Longjiang Province as an example, and it analyzes some key problems, which includes the interacting relations be tween NFPP and the notion of ecology civilization, how to press ahead with the ecology civilization construction re lying on NFPP in the forest areas. Rethink the status and functions of NFPP during the sustainable development of the society and economy and the forestry＇s major responsibilities during the ecology civilization construction, which would be conductive to have a clear understanding about the basic idea and directions of forestry development in China.
