摘要
应急物流信息资源是应急物流实践活动中信息、信息生产者、信息技术等信息活动要素的集合,既包括信息内容本身,又包括提供信息的有关设施、设备、组织、技术、人员、资金等。统筹规划、有效整合、全面管理应急物流信息资源,实现应急物流信息资源整合,有助于最大限度地聚合社会物流力量,确保应急物流资源力量快速应急响应,发挥高效可靠的保障效能。应急物流信息资源整合应当综合运用行政、市场、技术等各种手段,由突发事件应急部门大力支持,应急物流主管部门强势作为,国家出台法规制度有效保障,采用行政手段强力推进;应当通过收购式征集、订单式采集、有偿式引接等多种方式,由市场机制导向驱动;应当通过信息技术发掘"财富",管理技术提升"效益",技术集成实现"加成",由技术创新有效牵引。
Information resources in emergency logistics is the integration of such factors as information, information producer and IT in the practice of emergency logistics; it includes not only the information itself, but also the related infrastructure, equipment, organization, technology, people and capital. The balanced plan, effective integration and comprehensive management of information resources in emergency logistics, and the realization of information resources integration in emergency logistics will be helpful for us to integrate social logistics forces, guarantee the quick emergency response, and give full play to the role of emergency logistics in safeguarding efficiently. In integrating the information resources of emergency logistics, first, we should comprehensively apply the administrative, market-oriented and technological methods, give full play to the role of emergency related departments in supporting, give full play to the role of related authorities and formulate related law and regulations; we should promote the integration with market-oriented drivers; we should give full play to the leading role of technological innovation, in terms of exploring more“wealth”with the help of IT, generating more“profit”with the help of management technology, and so on.
