摘要
自1991年独立以来,回归欧洲、融入欧洲一体化进程一直是乌克兰历届总统和政府的首要目标。但是,与欧盟的谈判旷日持久,尚无结果。与此同时,乌克兰与俄罗斯的关系既有深远的历史文化渊源,又有着多方面的现实依赖因素。俄罗斯致力于将乌克兰拉入自己的势力范围。俄罗斯和欧盟对乌克兰的前途无法达成共识。这是处于俄与欧美地缘战略博弈夹缝之中的乌克兰无法回避也难以解决的地缘政治窘境。处于夹缝中的乌克兰想东西兼顾,多方获利,但在实际操作上却难以做到。从目前情况来看,"双重中立"也许是最符合乌克兰长远利益的选项。
Since Ukraine＇s independence in 1991, its presidents and governments have all made it the utmost goal to return to Europe and join into the European integration process. Negotiations with the EU have been going on for long, but no results have been produced yet. At the same time, its relations with Russia not only have profound historical and cultural origins, but concern with practical factors which make Ukraine rely on Russia. Russia is committed to including Ukraine in its sphere of influence. Russia and the EU could not reach agreement on Ukraine＇s future. This is the very geopolitical dilemma of Ukraine that it is in-between the geo-strategic game among Russia, Europe and the US, and it is unable to avoid or resolve it. The in-between Ukraine wants to balance the interests of the east and the west and profit from multiple sources, but in practice it is difficult to do so. Judging from the current situation, ＂double neutrality＂ is perhaps the best option that is in accord with the long-term interest of Ukraine.
