摘要
决策是政府管理活动的关键环节,也是容易出问题并难以追究责任的环节。在我国非竞争性选举的政治生态下,政府决策失误的严重后果和沉重代价亟待对决策失误进行责任追究,如何建立决策问责和纠错制度对于完善我国政治体制具有重要的意义。然而,现实政治生活中我国集体决策体制在决策结构、决策方式和决策机制方面的弊端却造成了决策责任认定与追究的困难。为此,应该以理顺决策权力关系为前提、以明确决策责任划分为基础、以完善决策问责机制为根本,通过三者之间的有机结合构建起一套完整的决策问责体系。
Decision -making plays a critical role in government management, and it readily leads to problems for which it is difficult to hold people responsible. In China＇s political environment of non - competitive elections, the serious consequences and painful price of the government＇s decision - making mistakes make it urgently necessary to hold people accountable for them. Thus the matter of how to establish decision - making accountability and a correction system has important significance for improving China＇s political system. However, in real political life, the defects in decision - making structures, modes and mechanisms of China＇s collective decision - making system make it difficult to identify and investigate decision - making responsibility. There- fore, a complete decision - making accountability system can be established only through the organic combina- tion of three factors ： taking clearing up the relationship between decision - making powers as the premise, clari- fying the division of decision - making responsibility as the foundation, and improving the mechanism of deci- sion -making accountability as the basis.
