摘要
绩效考核在引导科研机构明确研究方向和重点、组织科研团队、配置科技资源中发挥着重要的作用,评估指标体系是科研管理者对科研工作进行绩效考核的重要依据,发挥着"指挥棒"作用。科学的指标体系既能体现核心的科研本质规律,又能直观简便地反映出管理部门的管理要求。因此指标的设计、数据的采集与分析就显得非常重要。本文就国家重点实验室的科研工作与管理特点设计了四级分类表,提出了相应的数据采集与分析方法,并对指标量化分析结果的使用提出了建议。
Indicator system is the "baton" to lead academic institutes to concentrate the research contents on a de- signed direction, to build research teams and to opti- mize the research resources as well. The crucial matter of a scientific indicator system should be the feature for nature of academic activities and further for the require- ments from management administration. Hence the de- sign of indicator system, data collection and analysis are very important for its consequent valuable use. This pa- per states a creatively designed indicator system com- posed by four-rank contents. The associated measure- ments for data collection and analysis, the use of results of analysis are also discussed.
