摘要
在农业向规模化、集约化、现代化转变的过程中,土地流转是必由之路。而在这一过程中,粮食生产模式势必会受到影响,甚至会对国家的粮食安全造成冲击,影响国家的稳定和人民的生存,尤其在一些粮食主产区,土地流转的不可逆趋势对农业经营和粮食生产会产生较大的冲击。基于此,文章首先分析了当前我国土地流转的动因和形式,然后以此为视角,通过实地调查的形式,将土地流转对粮食生产的作用进行了系统讨论,最后从多个层面给出了政策建议,为寻找土地流转与粮食安全的契合点提供可供借鉴的信息。
In the process of agriculture transformation from tradition to large-scale, intensification, and modernization, the land transfer system is the only way. In this process, Grain Production model will inevitably be affected, or even it would impact the country＇s grain security, the country＇s stability and survival of the people. Especially in some major grain producing areas, the irreversible trend of land transfer will have a heavy impact on agricultural operations and grain security. Firstly, this paper analyzes the current form and motivation of land transfer based on this consideration. Secondly, in this point of view, we systematically discussed effect of the land transfer on grain production in the form of fieldwork. Finally, we give the policy recommendations from multiple dimensions. The purpose of this paper is to provide information reference for finding meeting point of land transfer and grain security.
