摘要
郭亮的新著《地根政治》,以地权纠纷为中心反思了近年来的土地新产权实践,让我们认识到新产权建设由于无法绕开历史制度的积淀从而造成地权规则的混乱,此乃地权纠纷剧增的根源所在。沿着郭亮的反思进一步展开,我们会发现由于新产权一味虚化集体权利、加大农户地权,给中国农业生产带来了诸多困境。这提示我们,单向度地推进产权建设和土地改革,将使中国社会转型的步伐更加沉重,而如何吸收历史遗产中的宝贵经验更加协调地推进改革,仍是摆在我们面前的重要议题。
In Political Activity on Land, Guo Liang took a review of recent practices of land property rights centering on land disputes. He revealed the root of increasing land disputes which is the historical accumulation of chaos of land property rights. Moreover, due to blindly weakening of collective property rights and increasing of individual property rights, many difficulties come out in agricultural production. How to absorb valuable experiences in history is still an important issue in land reform coordination.
