摘要
跨区域治理作为我国解决区域问题和实现区域协同发展的重要策略,在实施过程中却面临着参与主体积极性不高、协作领域和范围有限、治理绩效不佳以及协作形式化等问题。跨区域治理作为一种制度变迁范式和制度创新实践,其制度困境表现为利益均衡、权力共享、信任建构、责任追究、治理有限和治理正当六个方面。当前,突破跨区域治理的制度困境,必须从治理理念、治理结构、治理能力、治理机制和治理工具等多个方面共同推进。
As the solution to resolve regional problem and promote regional sustainable development, the effectiveness of the inter-regional governance is not obvious: the governance body is lack of initiative, the collaborative area is limited, the collaborative governance is formalized and the performance is not high. Based on the reality survey of the Beijing-Tianjin-Hebei regional integration, we try to answer the question why the inter-regional governance is difficult to implement in China. Using the institutional analysis framework of Ostrom, the paper further analyzes the impact factors and institutional dilemma of reginal governance, which can be summarized in the following six aspects: the balance of interest, the share of power, the construction of trust, the attribution of responsibility, the limit of governance and its legitimacy. In the end, the paper discusses the breakthrough strategies to further promote the inter-regional governance.
