摘要
大力发展新能源,走低碳化经济发展道路,已经成为国际能源发展和经济转型的基本共识。本文分析了新能源产业发展的战略意义与战略定位,在考察中国新能源产业的政策问题和西方发达国家政策经验基础上,提出了中国政府在新能源产业发展中的具体政策框架和政府角色定位,以期为我国新能源产业的健康稳定发展提供政策支持和制度基础。在政策框架体系方面,中国新能源产业的政策设计应当包括激励类政策、决策监管类政策、行业类政策和市场服务类政策。在政府角色定位方面,我国政府在新能源产业发展中应当切实担当起战略规划、政策设计、资金支持与监管服务角色。
It has been a common sense to develop vigorously renewable energy sources and a low carbon economy in the area of international energy development and economic transformation. Based on the Chinese policy on renewable energy sources and experience from the Western developed countries, this paper attempts to analyze strategic significance and orientation of renewable energy sources development and puts forward the specific policy and framework the govern- ment should adopt and clarifies the role of the government. Efforts are made in order to provide policy support and en- vironmental optimization for its healthy development of Chinese renewable energy industry. The policy planning of Chinese renewable energy industry is supposed to include incentive policies, regulatory policies, industry policies and market--service--oriented policies, which make the policy framework. Our government should play an active role in the effort of strategies--planning, policy--making, finance--supporting and finance--regulation in China＇s renewable energy sources development.
