摘要
为了有效解决各种恶劣天气条件下城市道路交通应急管理问题,本文在分析恶劣天气对城市道路交通系统影响的基础上,指出城市道路交通应急处置应按信息获知、有效响应、重点应对和快速恢复四阶段模型来有效处置,且针对不同级别应急响应要有针对性地采取不同的应急处置措施。在信息获知阶段,应以气象部门恶劣天气分级预警信息为基础,启动相应的城市道路交通应急管理分级响应预案;对于Ⅰ级、Ⅱ级应急响应,在有效响应阶段应重点考虑如何有效控制交通需求;在重点应对阶段,应由公安交通管理部门视具体情况采取必要的交通管制措施,而对于Ⅲ级、Ⅳ级应急响应的工作重点应该是如何有效地适应各种交通管制措施。
A four-stage model of information acquisition, valid response, concentrative handling and quick recovery is suggested to conduct the effective emergency management of urban road traffic in adverse weather conditions, on the basis of the analysis on the influence of adverse weather on urban road management system. Corresponding e- mergency response plan should be started according to the warning classification of adverse weather during the first stage. In Class I and Class Ⅱ emergency responses,importance should be given to controlling traffic demand effec- tively in the second stage, and different traffic control measures should be taken efficiently by traffic administrative departments of public security organ in the third stage. In Class Ⅲ and Class Ⅳ emergency responses, focus should be on the effective application of various traffic control measures.
