医疗卫生事业属于关乎人民群众的社会事业，是国家治理体系的重要组成部分。
The public interest nature of public hospitals should cover non-profit, public funding, governmentorientation, and equality of health resources. One of the main tasks of health reform is to maintain the public interest nature of hospitals. However, due to various conflicts in health service system, there seems to be deviation between the hospitals' behavior and their public interest nature.
