摘要
《保护非物质文化遗产公约》实施七年来已形成了一系列富有特色的非物质文化遗产保护机制,在突出保护的针对性、加强保护的完整性、发挥公众的保护作用方面具有明显的优势。同时,在新形势下,公约的实施也面临一系列新的挑战,需要在扩大社区保护权限、制止非物质文化遗产非法利用、强化公约执行力等方面予以完善。
With the implementation for ten years, ＂the Convention for the Safeguarding of Intangible Cultural Heritage＂ has formed a series of characteristic of intangible cultural heritage protection mechanism, and has displayed obvious su- periorities in strengthening pertinence and integrity as well as public role in protection of intangible cultural heritage. At the same time in the new situation, the implementation of the Convention is also facing a series of new challenges. So it is necessary to improve the Convention in expanding the community authority, holding backs the illegal use of intangible cultural heritage, and strengthening the compulsory implementation mechanism.
