摘要
                
                    文中以框架协议采购为切入点,对河南油田物资采购中业务公开的现状进行了全面剖析,探讨了建立集体决策、集中会审的民主公开决策机制,融合招标采购、扩大框架协议采购规模等举措来推进物资采购业务公开,并对今后如何提升框架协议采购管理水平提出了具体的建议。
                
                Via the entry point of material purchasing framework agreement,firstly,this paper analyses the present situation of making procurement public in Henan Oilfield.Secondly,it proposes the discussion focusing on how to establish a democratic and open decision-making mechanism which is based on the collective decision,examination and verification,on how to advance the procurement business process by combined with centralized bidding and expanding the scale of the framework agreement,and so on.Finally,the author also puts forward some specific suggestion about improving the management level of material procurement in the future.
