摘要
信息获取权是社会公众的一项基本权利,然而保障该权利的实现却存在很多的障碍因素。论文从信息流视角分析我国公众信息获取过程中遇到的障碍因素主要来自于政府、社会公众、获取渠道及政府信息4个方面,并分别对这4个方面的主要障碍因素进行了阐述。
The right to access to information is a fundamental right of the public. But, there are some obstacle factors to guarantee the right. From an information flow perspective, this paper analyses those obstacle factors come from four aspects of government, public, channel, and government information, and discusses the four aspects mentioned above.
