摘要
针对大型仪器的购置开展可行性论证,是高校落实学科发展布局、保证设备购置质量、促进科技资源开放共享、提高仪器使用效益、杜绝违规违法采购行为发生的有力保障。当前各高校开展仪器购置论证的操作方法存在差异,论证效果也参差不一。通过论述北京大学大型仪器设备购置可行性论证的具体方法与流程化建设,分析论证工作面临的问题以及注意事项,旨在与高校仪器设备管理同行广泛交流,解决问题,谋取新思路,探索新方法,为高校仪器的科学合理购置贡献力量。
To carry out feasibility demonstration for the large-scale instrument, purchase is a strong guarantee for university to implement the layout of the subjects development, to ensure the quality of the instrument purchase, to promote the open sharing of scientific and technological resources, to improve the instrument use efficiency and to put an end to the illegal purchase behavior. In the demonstration of operation methods of instrument purchase, universities are different, the demonstration effect also varys. This paper attempts to discuss specific method and process of large-scale instrument purchase feasibility demonstration in Peking University, analyzes the problems faced and the precautions in the demonstration work, in order to communicate experiences, solve problems, to seek new ideas and explore new methods, and to contribute for a scientific and reasonable instrument purchase scheme.
