摘要
社会性是人的本质属性,人总要过群居的生活,结社、组团就是人的本质的现实化行动,故民间社团的产生具有先在的合理性。社会管理的实质是维护社会自身的秩序,开放民间社团是社会管理创新的重要举措。社会管理创新的任务在于激发社会内部的活力,减少外部干扰,这些都涉及政府行政理念的转变和行政职能的调整。
Social nature is the essential nature of human beings. Human is destined to live a group life, and the association is the reflection of human＇s nature, which is the reasonable reason of creating civil association. The nature of social management is maintaining the order of society itself, and implementation of civil association is an important measure of social management innovation. And, the task of social management innovation is inspiring the energy in the internal of society and reducing external interference, which refers to government administrative idea change and administrative function adjustment.
