摘要
大学战略规划实施评估不同于战略管理的过程控制,它是过程控制的一种手段,同时又蕴含着大学发展有关的核心命题。但是,因为大学战略规划实施过程的动态性特征,目前战略规划评估中的实施评估往往流于形式。控制杠杆理论通过将控制过程解读为信念系统、边界系统、互动控制系统及诊断控制系统,为审视大学战略规划实施过程提供了条件,也合理地解释了大学战略规划实施评估中评估标准、评估内容、评估形式及评估结果等各自的定位问题。
University strategic planning's implementation assessment is different from the strategic management process control.It is a means of controlling the process, and contains the core of the development of university at the same time.But the implementation assessment of strategic planning always become formalistic, because of the dynamic characteristics from implementation process of university strategic planning. Control lever theory provides conditions for scanning the process of university's strategic planning,and explaining the orientation of the assessment criteria, content, form and result reasonably,through interpreting control process as a combination of belief system, boundary system, interactive control system and diagnosis control system.
