摘要
分析铁路突发事件的内涵、类型及特点.根据铁路突发事件影响程度的不同,将突发事件条件下的铁路行车组织分为3种:一般性突发事件条件下行车组织、严重突发事件条件下行车组织和恶性突发事件条件下行车组织.定义不同类型突发事件条件下行车组织的科学问题,提出不同类型行车组织的优化目标、原则、策略及组织流程,研究3种不同类型行车组织之间的关系.指出突发事件条件下行车组织问题相对于一般的列车运行计划调整问题具有复杂性、不确定性等特点.突发事件条件下的铁路行车组织丰富了铁路运输组织理论并为支撑未来先进的铁路运营调度指挥模式奠定了基础.
The contents,types and characteristics of railway emergency are analyzed.According to different degrees of influence of the railw ay emergency,the train operation in emergency is classified into three kinds,w hich are the train operation in general emergency,the train operation in serious emergency and the train operation in catastrophic emergency.The scientific issue of train operation in different emergency situations is defined.The optimization objectives,principles,strategies and organizational processes of train operation in different emergencies are put forw ard,and then the relationships of three different types of train operation are analyzed.It is revealed that compared w ith the general train rescheduling problem,the train operation in emergency is of complexity,uncertainty and other characteristics.The train operation in emergency complements the railw ay operation theory and provides support for advanced railw ay operation dispatching mode in future.
