摘要
石化类企业均依照行业标准引入了一种具有文件化、制度化、程序化的科学HSE管理体系对企业日常生产运行进行管理。而为石化类企业培养人才的高校油气类工程实验室的HSE文化建设相对薄弱。HSE管理体系的灵魂是HSE之安全文化,本文对具有高危险性的油气类工程实验室引入HSE安全文化的意义进行了探讨,分析了目前高校该类实验室存在的问题。为提升该类实验室的HSE安全文化水平、增强人员安全意识,从人员教育培训、增强执行力度和安全标识建设三个方面提出相关建议。
In order to manage their daily production and operation,all petroleum ＆ chemical corporations have ushered in the documented,systematic and programmed HSE management system in accordance with corporation standards.However,the cultural-building of HSE in the labs of universities in China is anything but satisfying.The core of HSE management system is its security culture.This paper has analyzed the significance of HSE security culture to petroleum ＆ chemical labs and the shortcomings of these labs.In an attempt to facilitate the building of HSE security culture and to raise the cultural awareness of the staff,this paper has provided advices in terms of staff training,operation strengthening and the usage of security logos.
