摘要
《浙江省水功能区水环境功能区划分方案》实施以来,对全省水资源的合理开发利用和有效保护起到重要指导作用,为实行最严格水资源管理制度打下了坚实的基础。因经济社会的快速发展和水资源开发利用条件的变化,对水功能区划进行修编是必要的。通过典型案件分析,提出水功能区划修编应注意的关键问题及具体建议。
Since the initiation of Program for Zoning of Water Function and Water Environment Function Zones in Zhejiang Province, it not only provides guidance to the rational utilization and effective protection of water resources, but also a solid base for the implementation of the most stringent water resources management system. Revision of water function zoning becomes necessary along with fast economic and social development and change of water resources utilization and development conditions. Key issues related to the revision of water function zoning are raised and then specific suggestions are put forward.
