摘要
自20世纪90年代以来,随着新自由家长主义的兴起,美国福利政策发生了显著变化。这不仅体现在福利受理案件的显著降低和从现金资助到其他服务的转变上,贫困治理模式也发生了显著变化。从新自由家长主义治理视角切入,探讨美国福利政策改革与贫困治理模式转型的关系,分析福利改革过程中美国新的贫困治理模式形成过程,指出美国福利改革在培训福利接受者努力工作和承担个人责任方面取得了显著成功,但它也把大量的美国福利接受者抛入廉价劳动力市场,使他们处于贫穷状态。
Since the 1990s, American welfare policy has changed dramatically with the rise of neoliberal paternalism. It involves more than a sharp caseload reduction and a shift from cash assistance to services. Moreover, the poverty governance model has undergone a significant change. This paper, from the perspective of neoliberal paternalism, attempts to analyze the relationship between American welfare policy reform and poverty governance model transition, based on which to explore the process of constructing new poverty governance models during the U.S. welfare reform. It is pointed out that the American welfare reform is a great success in training welfare recipients to work hard and take personal responsibilities but it also forces a great number of welfare receipts into the low-income labor market and fails to help them out of poverty.
