摘要
作为推动制度变迁的重要工具,公共政策在社会行动系统和社会规则系统的双重压力下进行选择。日前,为保障随迁子女的平等权利,政府提出在全国推进异地高考,政策在主体定位上表现为"中央指导,地方决断",在适用范围上表现为"设定门槛,有限开放",这种设计导致政策与公共意志出现了一定偏离。从根本上讲,在社会发展需要的自由与高考制度维持的控制之间存在的巨大矛盾是制度变迁的基本动力,但由于规则间的嵌套、制度与利益的交合,使政策具有明显的渐进性特征。
as the important tool to impel the institutional change,public policy making is under double pressure from social action and social rules. Recently, the government proposed to promote College Entrance Examination without Census Registration, in order to guarantee internal migrators" kids could attain equal right. The policy is featured by "Central Direction, Local Decision" in subject orientation, and "Setting Standard, Restricted Openness" in the scope of application. Such a design led the policy to depart from public will to some extent. Fundamentally speaking, institutional change is derived from tremendous contradiction between freedomdemanded by social development and control sustained by regulations of College Entrance Examination. But the policy reflects evident gradualism, due to nestification of rules and convergencebetween regulation and interests.
