摘要
复杂气田开发具有投资大、建设周期长、安全风险高等特征。受物价上升等因素影响,天然气开发成本逐年增加,而天然气单井产量变化不大,投入与产出不相匹配的矛盾日益突出。如何有效降低开发成本,实现投资效益最大化,是复杂气田能否高效开发的关键。以中国石油西南油气田公司川东北气矿天然气开发项目为例,针对复杂气田工程建设项目投资控制对策进行了研究,认为重视项目前期决策,强化源头控制;严格控制投资计划,提高计划的严肃性;加强项目运行阶段物资采购、现场签证和投资跟踪预警管理,强化全过程造价控制;开展工程项目后评价分析,提高管理水平,是控制复杂气田工程建设项目投资的主要对策。
With characteristics of large investment,long construction period and high security risk,influenced by factors such as price rises in recent years,development cost in complex field kept increasing year by year.While compared to the production in single well which remained fairly constant,there were increasing contradictions between input and output.How to effectively reduce the cost of development to achieve maximum investment benefit becomes the key for complex field development.With Northeastern Sichuan Gas Production District of Southwest Oil and Gas Company as an example,investment control measures for engineering construction projects in the complex gas field are concluded as follows:a)to attach great attentions on project early-stage decision-making and strengthen the source control;b)to strict to the investment plan and keep the schedule seriously;c)to strengthen procurement,onsite visa and warning management through the whole operation and strengthen cost control of whole process;d)to carry out project postevaluation analysis and improve management level.
