摘要
新型城镇化是我国经济社会发展的必然趋势,它要求培育职业农民,提升新市民素质,关注留守农民,造就创业型新市民以及构建现代职业教育培训体系。为此,必须根据留守农民、职业农民和新市民发展需求,重新定位农村职业教育培养目标;摆脱二元思维定势,建设具有包容性的城乡职业教育统筹发展服务体系;创新人力资本投资制度,促进农民人力资源开发;根据城镇群集体系特征,创新农村职业教育发展模式。
The ＂new urbanization＂ is the inevitable trend of China＇s economic and social development. It demands training of professional farmer and cultivation of high qualified new citizen; and focus on left-behind farmers, entrepreneurial new citi- zen, and construction of modern vocational training system. The goal of rural vocational education should be reorientated ac- cording to the developmental demand of left-behind farmer, professional farmer, and new citizen; dichotomous thinking must be abandoned and compatible system of balanced development of vocational education in rural and urban areas should be con- structed; institution of human capital investment should be innovated to promote farmer human resource development; and de- velopment pattern of rural vocational education must be innovated according to the characteristics of the community.
