摘要
随着中国改革进入深水区以及城乡一体化背景下的经济发展模式转型升级,社会管理创新和政府民主化变革成为新时期城乡社会管理需要迫切解决的课题。本文在城乡社会管理创新视角下,关注区域经济平衡发展与城镇化进程的关系,关注地方政府改革与城乡社会统筹机制建设,聚焦多元化社会管理创新机制的形成与路径设计,提出地方政府在探索城乡社会公共事业创新中,要努力实现由"管制型"政府机构到"善治型"公共服务机构的变革。文章阐述了需要将新的研究方法引入中国地方政府社会管理创新研究中。
With？ the further？ development of China＇ s reform and the transformation of the economic development mode under the back- ground of urban and rural integration, social management innovation and government＇s democratic reform need to be urgently addressed in the new era. This paper, from the perspective of urban and rural social management innovation, discusses the relation between balanced development of regional economy and urbanization process, concerns the local government reform and the construction of social co-ordination mechanism and focuses on the formation and the path design of the mechanism of diversified social management innovations. In addition, it argues that the local governments should explore the innovations in urban and rural social and public utilities and strive to achieve the transformation from controlling government institutions to good governance public service institutions. Finally, the paper proposes that new research methods should be introduced in the researches on social management innovations of local governments of China.
