摘要
我国快速城镇化发展阶段中特大城市社会结构的剧烈变化和城市社会空间重构所产生的社会矛盾与冲突,需要社会管理制度创新予以解决。将社区规划引入我国特大城市社会管理创新具有现实迫切性、必要性和重要性。应及时通过立法确定社区规划的法定地位,明确街道办事处机构作为社区规划编制和执行主体,制定颁布《城市社区规划标准》,确立社区规划公众参与和社区规划师制度,并对社区规划工作给以地方财政和政策支撑,从而形成社区规划、实施和管理的长效机制,构建可持续发展的社会管理环境。
Drastic changes and social space restructuring in metropolis call for social management innovation. It is imperative to introduce community planning into metropolitan social management. It is necessary to establish the legal status of community planning through legislation, clarify street level government offices as community planning compilation and executives, promulgate community planning standards, set up public participation and community planner mechanism, and subsidize community planning with funding and policy, so that a long term community planning system can be established.
