摘要
本文从国内经济出发，分析了使用人民币汇率政策的重要性，认为在我国目前经济增长 相对平稳，通货紧缩，失业率较高，外资流入减缓的情况下如何利用人民币汇率政策作为有效的调 控手段成为当务之急。在内外经济不平衡，经济出现开放条件下的目标冲突时，我们必须加强宏观 政策协调，在货币政策和财政政策不能有效解决目前存在的目标冲突时，汇率政策是最为有效的。
The thesis examines the home economy and stresses the importance of employing RMB exchange rate policies. It further points out that with stable economic growth, mild deflation, higher unemployment, retard inflow of foreign capital and great home capital flight abroad, how to make the best use of the exchange rate policies to regulate the nation's economy has become a task of top priority. When the domestic economy is off balance and thus brings about target conflicts, the authorities must strengthen the coordination of macro-economic policies; when neither monetary policies nor financial policies can solve the problems well, the foreign exchange rate policies are undoubtedly the most effective.
