摘要
区域科技人才储备是区域获得人才竞争优势的重要基础工程。在探究区域科技人才储备的系统性特征的基础上,从调控、预测及环境三个层次分析了区域科技人才储备子系统的构成要素,研究了子系统的作用机理,找出了子系统之间产生相互联系、相互作用的纽带,最后得出结论并对未来的研究方向做出展望。
The regional scientific and technological talent reserve is an important basic engineering to help the target region to obtain the talent competitive advantages. Based on probing into the systematic features of the region- al scientific and technological talent reserve, this paper has analyzed the composition of three subsystems of the re- gional scientific and technological talent reserve system, including regulation -control subsystem, forecast subsys- tem and environmental subsystem. From the analysis, we find that there are interrelated and interaction ties be- tween three subsystems to help us to explore the whole function mechanism of the regional scientific and technologi- cal talents reserve system. In the end of the paper, it has summarized three conclusions, and put forward to the fu- ture research directions.
