Transfer of Industries, Return of Labor Force and Coordinated Development of Regional Economy

摘要 2008年国际金融危机以来,基于国际市场需求增长趋缓与东部沿海地区生产成本持续上升,国内劳动密集型制造业与劳动力出现向中西部地区转移与回流的趋势。这种趋势的出现与形成,体现了在国际经济再平衡背景下,国内加快结构调整、产业升级与区域经济协调发展的特点与要求。从东部沿海地区经济发展的角度讲,需要通过优化资源配置,大力发展高端制造业、高新技术产业与生产性服务业,尽快提高产业层次与产业国际竞争力。从中西部地区经济发展的视域看,需要通过引入产业资源,扩大投资规模,加快地区经济发展。实践表明,国内劳动密集型制造业与劳动力向中西部地区转移与回流,既为东部沿海地区优化资源配置与加快产业升级创造了条件,也为中西部地区引入产业资源,扩大投资规模带来了机遇。并且,可以通过产业转移与劳动力回流形成国内地区经济发展的协同效应,促进区域经济协调发展。 Since the 2008 global financial crisis, the growth rate of international market demand have been slow down and the production costs of eastern coastal areas continued to rise. Based on these reasons, domestic laborintensive industries and labor force have transferred to the central and Western areas. Under the background of international economy rebalance, this trend reflects the requirement of accelerating the domestic structural adjustment, industrial upgrading and the coordinated development of regional economy. From the perspective of economy development in Eastern coastal area, we need to improve the industrial level and competitiveness worldwide through optimizing the allocation of resources as well as developing high-end manufacturing industries, high-tech industries and service industries. From the view of economy development in central and Western areas, we need to accelerate the economy development through introducing industrial resources and expanding investment scales. The transfer of domestic labor-intensive industries and labor force not only provides foundations of optimizing the allocation of resources and accelerating the industrial upgrading in Eastern coastal areas, but also brings challenges for introducing industrial resources and expanding investment scales in central and western areas. And we can also promote the coordinated regional economy development through the mutual influence of the transfer of industries and labor force.
