摘要
改革开放以来,随着山东经济的快速发展,省内产业结构也出现了明显的变化与波动,从1978年的"一、二、三"模式转变为现阶段的"二、三、一"模式。当前,山东省第二产业比重过大,第三产业投资不足,产业结构不合理,地区间发展不均衡已经成为制约山东省经济健康发展的重要问题。在低碳经济背景下,限制高碳强度产业的增长、大力发展第三产业以及完善山东省低碳经济发展的相关政策与法规是解决上述问题的有效路径。
Since the reform and opening up, with the rapid economic development in Shandong Province, the industrial structure has changed significantly, from the ＂primary, secondary, tertiary＂ structure since 1978 to the ＂secondary, tertiary, primary＂ structure of the present stage. At present, the problems of too large a proportion of the secondary industry, insufficient investment in the tertiary industry, unreasonable industrial structure and regional economic imbalance have hindered the economic development in Shandong province. Now, with the development of low carbon economy as the new trend, limiting the growth of high-carbon industries, promoting the development of the tertiary industry as well as perfecting policies and regulations relevant to low-carbon economy development in Shandong Province are effective measures to solve the above problems.
