摘要
石羊河流域是严重的资源性缺水地区,随着经济社会的发展,用水矛盾也不断加剧。为保障流域经济社会持续发展,需要进行水权分配。介绍了石羊河流域水权分配的指导思想和主要原则,以及落实水权分配方案过程中所采取的主要措施。通过严格落实《石羊河流域水资源分配方案及2005至2006年度水量调度计划》,保障石羊河流域生态用水和经济社会发展用水需求。
Shiyang River Basin belongs to source-oriented water shortage area, and water demand over supply becomes increasing severe along with social and economic development. The introduction of water right is essential in order to secure sustainable social and economic development of the basin. The guideline and principle for directing the allocation of water right is introduced, as well as key measures for water right trading. Thanks to effective implementation of the Water Allocation Plan of Shiyang River Basin and 2005-2006 Water Regulating Plan, water demand of ecological use and social and economic development are secured.
