摘要
为解决改扩建项目环评中"以新带老"的重点和难点问题,结合医疗废物焚烧处置厂项目环评实例,说明如何利用实测数据和现场调查相结合的方式分析和解决"以新带老"问题,结果表明这两种方式缺一不可。
To solve the stress and difficult problems of extension project Environmental Impact Assessment（EIA） using new method to improve the old one, combined with EIA instance of medical waste incineration plant project, this paper explains how to use the combination of measured data and field surveys to analyze and solve the problem of using new method to improve the old one. The result shows that the two methods are indispensable.
