摘要
微观经济学的理论基础是理性人假设,而现实中个体行为有理性和非理性两种情况,个体行为是理性和非理性行为的"混合体"。由于群体中的个体行为会有"羊群效应"等新特征,个体理性的加总不一定能得出集体理性,结合群体行为的两种极端情况:群氓狂热和集体理性,再考虑到政治和经济逻辑关系、个人偏好加总在更高层次上不能成立等特点,可以看出,群体的行为具有理性和非理性并存的特点,国家理性是集体理性在极端条件下的特例。只有集体中人数足够少,或者仅强调群体生存等低层次需求,才能实现集体理性。当代中国,在基层社会共同治理基础上才能构建、实现中国的国家理性,达到和谐社会。
