摘要
上海开放大学以推进学习型社会建设为使命,以应用型人才培养和市民终身学习服务为重要任务。因此,上海开放大学应该坚定新型高校的发展定位和发展取向,坚持"全面开放"的本质属性,整合各种功能,创新人才培养模式,构建终身学习资源的平台,以学分银行搭建终身学习"立交桥",完善支持服务平台。上海开放大学在服务于学习型社会建设的同时,也应清醒认识到发展中的障碍,如市民终身学习缺乏长效机制、终身教育资源开放程度不高且整合力度不够等问题。因此,从政府的角度看,应该积极倡导终身学习理念,营造学习环境,理顺机制,加强立法,为终身学习提供法律保障。
Shanghai Open University promotes constructing a learning society. Its major tasks include practical talents training and providing lifelong learning service for the public. Therefore, it should persist with its development direc- tion and orientation, adhere to its essential attribute of ＂full openness＂, intergrate its various function~ , and innovate its talent training model. It should also build the platform of lifelong learning resources, establish the ＂overpass＂ for lifelong learning by Credit Bank System, and improve the support services. While serving the learning society construc- tion, Shanghai Open University has recognized its development obstacles, such as lacking of long-term mechanism of public lifelong learning, low degree of openness and inadequate integration of the lifelong educational resources. Hence, we should actively promote the concept of lifelong learning, create an effective learning environment, ration- alize the mechanism and urge legislation in order to provide legal protection for lifelong learning.
