摘要
通过对水平衡测试工作与实行最严格的水资源管理制度关系的分析,阐述了水平衡测试工作在确立"三条红线"、实施"四项制度"中的作用。并针对当前水平衡测试工作亟待解决的问题,提出了几点思考和建议。
This article through the analysis of the relationship of the water balance test and implement the most strict water resources management system, elaborated the function of water balance test in the establishment of ＂Three Red Lines＂and implementation of the ＂Four Systems＂. According to the water balance test problems to be solved, putted forward some thinking and suggestions.
