摘要
随着科学技术的进步和城市建设的发展,光污染成为了一种新的污染源,成为人居环境问题中的一个新的热点问题。文章对中国现行的光环境管理标准和技术规范进行了研究,并分别按照发布权限、功能性质以及具有的法律性质进行分类,分析指出目前光环境管理体系存在的问题,提出了完善光污染控制技术标准和规范的建议。
With the progress of science and technology as well as the development of city construction, light pollution has be- come one new source of pollution and hotspots problem for human settlement environment. The management criterion and technical specification for light environment were investigated. The current technical criteria relating to light environment management and standards have been classified by the authority scope, characteristics and function, as well as their legal nature. Existing problems were analyzed and pointed out. Moreover, suggestions were put forward to perfect the standards for controlling the light pollution.
