摘要
【目的】分析天等指天椒地理标志产品保护的关键要素和产业监管问题,以更好促进产业发展。【方法】通过对天等指天椒产业发展状况、天等指天椒品质与生产地域的关联性进行分析,提出天等指天椒产业监管对策建议。【结果】天等指天椒品质与地域存在关联性,其独特品质和地理标志保护是维系该产业的核心。在该产业发展中,存在加工门槛低、加工企业分散且规模不大、产品质量和生产标准指标低、生产经营分散、研发和技术推广能力差、优良品种种性退化等问题。【建议】应采取有效的产业监管措施:提高标准的指标参数、推广"市场+协会(企业)+基地"的产业模式及标准化生产、建立专门的产品检测和研发机构、设立独立的监管机构,以推动天等指天椒产业健康发展。
Objective This research analyzed the key factors and industry supervision for Tiandeng Chilli Padi geographical indication product protection in order to promote the development of this industry.Method Through analyzing the industry development of Tiandeng Chilli Padi and the relationship between the pepper quality and production areas,the corresponding improvement suggestions for Tiandeng Chilli Padi industry were proposed.Result Tiandeng Chilli Padi＇s quality was correlated with the corresponding production region;the pepper＇s unique quality and geographical mark protection maintained the industry＇s core value.Problems in the developing industry included low processing standards,small and scattered processing enterprises,poor production quality and production criteria,dispersed production operation sites,deficient technological development and extension,and degraded pepper varieties.SuggestionEffective supervision measures,which include improving the production parameter standard,popularizing the ＂Market ＋ Association（Enterprises）＋Bases＂ industrial pattern and standardized production,establishing specialized products＇ detection and development institutions,and launching an independent regulatory agency,should be adopted to improve the healthy development of this industry.
